When the traveler is a native of the Spanish State, the country code will NOT be specified, but the PROVINCE of the traveler, according to a NUTS III coding table included in Annex 4 of the resolution. Thus, if the traveler is a native of the province of Pontevedra, instead of the country code, the province code will be specified, which in this case is ES114.
In the EU countries, the NUT 2 and NUT 3 regulations are followed.
